Summary: Evaluates the Espírito Santo's State Science, Technology and Innovation Policy, from 2012 to 2015, through the public budget formulation and execution, taking a systemic view of innovation. When executing and implementing the budget, the State steps in Regional Innovation System, with funding and encouragement actions, articulating the many actors involved, etc. Innovation data, jointly with the government strategic planning are essential tools for building effective government intervention. From a diagnosis of ST&I field in the Espírito Santo, the state policies are evaluated from the efficiency point of view, comparing the objectives stated in the PPA and in the budget laws with the condition illustrated in science, technology and innovation data and government strategic plans. The financial performance of ST&I budgetary actions are evaluated in order to identify the priorities axes of state policy, their suitability to the proposed objectives, prioritization and execution performance. Finally, a comparison between spending in ST&I of Espírito Santo and the other states is performed.
